HOW FREE IS FREE SENIOR HIGH SCHOOL (FSHS) IN GHANA?


The Free Senior High School (FSHS) program was an excellent decision taken by the previous
government on the grounds of Free Progressive Senior High education where parents /
guardians were partially paying for the cost involve.
As a major campaign promised made in the general election in 2016 by this government, it
came to the realization of even a class one pupil that, the next NPP government will indeed
implement this flagship program without or with little challenges that can be managed.
It is a fact that the beginning of everything is difficult but the degree of promise
demonstrated and convinced many that, it’s extremely smooth program to be enrolled. One
may say, if you cease to dream, you cease to live is such a program.
At the beginning of this FSHS, Heads of institutions were sanctions In the absence of clearly defined goals, we are forced to concentrate on activity and
ultimately become enslaved by it.
On Friday 15th November, 2019, the second batch of FSHS students known as Gold track
started their journey in the second cycle institution and unexpectedly, they were met with
payment. One of these schools is NEW JUABEN SENOIR HIGH/COM. in the Eastern region.
The said bill is as follows:
 Construction of toilet facility for girls : Ghc 50.00
 Teacher Motivation : Ghc 40.00
 PTA : Ghc 10.00
 Exeat Card : Ghc 5.00
Total payment by each frustrated parent was Ghc. 105.00.
Besides, each parent/guardian was made to deposit Ghc. 80.00 as pocket money but this
will be taken by the student any time the need arises.
The question is, are we redefining absolute FSHS? I call on the Minister of Education, Hon.
Matthew Opoku Prempeh to openly declare that, FSHS is no more FREE as thought or
quickly intervene to stop this practice.
